German Locale as UTF-8 for Download

as i like to keep my Website as UTF-8 (Allows me to get rid of the ä stuff and I can use French and some other non-ISO Chars that way), i have converted the German Locale to UTF-8.

The actual Content remains unchanged, so I won't take any credit here.

There is one interesting thing to mention:
On your template in the header.template, there may be a line like this:

For some Reason, this causes Smarty to capitalize the B in the Word "Ãœbersicht" as well, regardless if it's written as "Ãœbersicht" or "Übersicht", so it looks like "ÃœBersicht".

I simply removed the capitalize-modifier from my Template.

Yeah, the capitalize function in smarty isn't UTF-safe. Mark Wu has been removing them as he finds them. I forget if he wrote a UTF-safe function, or if we just have the strings translated with capital letters.
