After posting the above, I notice the file "locale_pt_BR.php" is already translated but not yet ported. What needs to be done to get it ported?

If it is in the "unported" folder, that means it was translated for 1.0, but not 1.1, so you should look through the strings in the english file, and add the new ones. I think we always put the new strings at the bottom, and any changes in the "old" strings were grammatical, so may or may not need new translations.
